A nice post I came across while finding a resolution to error 4226 - limiting TCP/IP connections
For Vista
A simple entry in the registry that lets you disable the half-open Tcp connection limit

Simply open regedit and go here:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Servic es\Tcpip\Parameters\
There, change the value of "EnableConnectionRateLimiting" to '0' to disable it. reboot after the change.
If anyone finds about a similar solution for XP then please let me know. I dont want to install any patch on my computer.
